The present study investigates the institutionalization and evolution of mediation in the Republic of Uzbekistan through an interdisciplinary socio-philosophical lens. The author analyzes mediation not merely as an alternative procedural mechanism for conflict settlement, but as an ontological phenomenon, a communicative practice, and a cultural paradigm shift in contemporary Uzbek society. The paper examines the tension between traditional community conciliation embodied historically by the mahalla and modern professional mediation codified in national legislation. By applying communicative action theory, axiology, and dialectical analysis, the investigation reveals the transformation of public legal consciousness, individual agency, and social solidarity. Key socio-philosophical barriers are scrutinized, including paternalistic expectations, institutional mistrust, and communicative asymmetries. The research demonstrates that the sustainable development of mediation serves as a decisive catalyst for the formation of an authentic civil society and a human-centered legal culture in New Uzbekistan, bridging ancestral moral traditions with global standards of consensual justice.
